Tournament Rules

STSA Tournament Rules

The following rules apply to all STSA tournaments. The default rule book for all STSA tournaments is the Major League Rule Book (American League) unless otherwise specified below.  

Tournament Rules

​Tournament Format & Seeding

​3-Game Guarantee: All teams are guaranteed a minimum of 3 games per tournament.

​Bracket Format: A Pool Play and Seed format will be used to determine bracket placement.

Home/Away Determination:

​Pool Play: Determined by a coin flip at home plate before each game.

​Championship Rounds: During Play-In, Quarter Finals, Semi-Finals, and Championship rounds, the higher seed is the Home Team.

​Seeding Criteria:

​If a team does not play everyone in their bracket: 1st: Record; 2nd: Runs Allowed; 3rd: Runs Scored; 4th: Coin Toss.

​If a team does play everyone in their bracket: 1st: Record; 2nd: Head-to-Head; 3rd: Runs Allowed; 4th: Runs Scored; 5th: Lowest single runs against game.

Game Length & Time Limits

​10U & 11U/12U: 6 innings or a 1 hour 45 minute time limit.

​14U & 15U/16U: 7 innings or a 1 hour 45 minute time limit.

​No New Inning: No inning can start after the 1 hour 45 minute time limit has been reached.

Ties:

 Non-elimination games (Pool Play) can end in a tie.

​Elimination Rounds: If tied at the end of regulation or time limit, the higher seeded team will be awarded the victory.

​Championship Games: These games have no time limit, though the mercy rule remains in effect.

​Mercy Rules (All Ages):

12 runs after 3 innings, 10 runs after 4 innings, or 8 runs after 5 innings.

​Field Dimensions:

​10U: 46' pitching / 60' bases.

​11U-12U: 50' pitching / 70' bases.

​14U-16U: 60'6" pitching / 90' bases.

​Cleats:

​10U-12U: Rubber cleats only.

​14U-16U: Metal cleats allowed.

​Catcher's Gear: 

12U and under must use a one-piece (hockey goalie style) mask.

​Bat Guidelines:

​10U-12U: BPF 1.15, USSSA, or USA Baseball stamp must be displayed on the bat.

​14U: BBCOR -3 only.

​15U/16U (Wood Bat Section):

​Wood bats are permitted in all STSA tournaments.

​Composite wood bats are also legal.

​Illegal Bat Penalty:

 If a batter enters the box with an illegal bat, they are called out. For a second offense, the manager is immediately ejected.

​Rosters: 

Teams may change rosters from weekend to weekend. Once a tournament starts, no new players may be added after Pool Play is completed. Proof of insurance and waivers must be turned in at check-in. Coaches must have birth certificates available (Age cutoff is April 30th).

Offensive Lineup:

Teams may bat 9 players, the entire lineup (continuous), or anything in-between (EH). Once the number of batters is determined, it must remain for the entire game.

Defensive Substitutions: 

Any player on the roster may play any defensive position at any time, regardless of whether they are in the batting order.

​Courtesy Runners:

Available for the Pitcher or Catcher at any time. The runner must first be a player not in the lineup; if everyone is in the lineup, use the last batted out.

​Pitching: 

No mandatory pitching limits on innings. If a pitcher is removed from the mound, they may not return as a pitcher in that game.

​Warm-ups:

"2 Minute Rule" between innings. Pitchers get 8 warm-up pitches in their first inning and 5 in subsequent innings.

Balks:

​10U: No balks called.

​11U/12U: One warning per pitcher.

​14U-16U: No warnings.

10U Specifics:

​Closed Bases: No leads; runners can steal once the pitch crosses home plate.

​Base on Balls: No advancing to second base after a walk; the play is dead until the pitcher addresses the rubber.

​Dropped 3rd Strike: The batter is out, but runners may attempt to advance.

​Infield Fly: No Infield Fly rule for 10U.

​Sliding:

 Head-first slides are permitted at all ages (at player's risk), but players must avoid contact.

​Conduct & Protests

​Ejections: Any player, coach, or fan ejected must leave the complex immediately to the parking lot. A mandatory second-game suspension applies. Any intentional contact with an umpire results in immediate tournament expulsion.

​Protests: Allowed for rules only (no judgment calls). A $100.00 fee must be paid at the time of the protest. If upheld, the fee is returned.

​Music:

No vulgar language. No music played behind the home plate umpire. Volume must be appropriate.

​Refund Policy:

​Play 0 Games: 100% full refund (minus $150 receptionist fee).

​Play 1 Game: 50% refund.

​Play 2 or more Games: 0% refund.

​Suspended Games: 

 Games that do not reach regulation (3 innings for 6-inning games; 4 innings for 7-inning games) will be resumed from the point of suspension if possible.

​Lightning:

30-minute delay for lightning/thunder.

​Infield Practice:

 No infield practice allowed. Outfield grass only.

​Forfeits

​Pool Play: Forfeiting teams are ineligible for championship rounds. The final score is recorded as 1 run per inning (6-0 or 7-0).

​Championship: Forfeiting teams are ineligible for awards and face potential suspension from future STSA events.
